Since part of the San Tan Valley area incorporated, the question residents ask most often is which government to contact for a given service. The answer does not depend on your mailing address. It depends on whether your home sits inside the Town of San Tan Valley boundary or in the unincorporated San Tan Valley area. Both are part of the same community, but for some services they are served by different governments.

Police and fire service are unchanged

The Pinal County Sheriff's Office serves all residents. The Town contracts with the Sheriff's Office, so town residents call the same numbers as everyone else. Emergency is 911. Non-emergency is 520-866-5111.

Fire service is also unchanged. The Town Code leaves fire service as it was, so Rural Metro subscriptions continue exactly as before for all residents. Rural Metro: 480-627-6200.

Animal services are county for all residents

The Town has an intergovernmental agreement with Pinal County Animal Care & Control, so dog licensing and animal control response run through the county whether your home is inside or outside town limits. The process is the same for everyone.

Alarm permits stay with the Sheriff

If you have a home or business alarm, your permit comes from PCSO. The Sheriff's Office is updating its ordinance language so that towns contracting with PCSO, including the Town of San Tan Valley, continue to receive alarm permits through the Sheriff's Office.

Code violations can be reported to either office

The Town has a memorandum of understanding with Pinal County Development Services to handle code enforcement. The county processes complaints, conducts site inspections, and handles enforcement.

Town residents can therefore report a violation to either Town staff or Pinal County Code Enforcement. Once the county receives a complaint, it handles the case from that point, so residents do not need to identify the correct office in advance.

Road responsibilities vary by road

Requests for traffic calming and speed humps inside town limits go to the Town Engineer at 520-216-5702. Street lights and traffic signals inside town limits belong to the Town and are maintained under a public works contract.

For county-maintained roads, call Pinal County Public Works at 520-866-6419. The county's Road Closures Hotline is 520-866-6078.

Still being confirmed: exactly which roads the Town has taken over and which Pinal County continues to maintain. We have asked the Town and will update this page as soon as we have an answer.

Permits: verify before you apply

As of July 1, 2026, building permits for projects inside town limits go through the Town's online Citizen Access Portal. The Town states, however, that many building permits and specific zoning services are still handled by Pinal County. The Town's own guidance is to verify your project's jurisdiction before starting an application. Sign permits inside town limits are a Town process, handled through Planning & Zoning.

Business licensing begins October 1, 2026

The Town will require a business license for businesses operating inside town limits. The program is planned to launch October 1, 2026, and the Town says a grace period will be offered for businesses already operating, although its length has not been set. Businesses in the unincorporated area do not need a town license. All businesses still need a state TPT license if they sell taxable goods or services. Rules that apply only inside the town

The Town Code created several rules that apply only inside town limits: yard sale limits, a curfew for minors, set fireworks windows, a park smoking and vaping ban, graffiti removal requirements, and door-to-door solicitor permits. In the unincorporated San Tan Valley area, state law applies instead.

Noise is regulated in both jurisdictions. The Town set decibel limits inside town limits, and Pinal County has had decibel limits for the unincorporated area since 2006. The rules are similar but enforced by different agencies.
