Your utilities

No single utility company serves the entire area. Providers vary by location.

These are private companies, not government services. They serve the same customers whether you live inside the Town of San Tan Valley or in the unincorporated area. Incorporation did not change utility service or billing.

Trash and recycling

Residents choose their own trash hauler. The San Tan Valley area does not have a single municipal trash service. Each household contracts directly with a private trash company, and several companies serve the area.

New residents can ask neighbors which company they use, what they pay, and which day pickup occurs. Rates and pickup days vary by company.

The Town has not announced any plan to franchise a single trash provider. SanTanValley.com will report any change.

Why your address may say Queen Creek or Florence

Mailing addresses are the most common source of confusion for new residents.

If your home is inside the town limits of San Tan Valley, Queen Creek, or Florence, your mailing address and your physical location usually match.

If your home is in the unincorporated San Tan Valley area, they may not. There is no town boundary setting the city on your mail, so the Postal Service uses the post office that serves your route. That is why many homes in the San Tan Valley area carry a Queen Creek or Florence mailing address.

Your mailing address does not change where you live. If you are not inside the Town of Queen Creek or the Town of Florence, you live in San Tan Valley, and you can say so on anything you fill out.

The Town of San Tan Valley incorporated in 2025, and the town limits cover less ground than the area people have called San Tan Valley since 2009. Whether you are in the town or in the unincorporated area, you live in San Tan Valley. Saying so keeps our community together.

A note on ZIP codes: in July 2023 the Postal Service split 85142 along the county line. Pinal County addresses moved to the new 85144, and 85142 stayed with Maricopa County. Every San Tan Valley address that used to be 85142 is now 85144. Some businesses and residents still use the old ZIP out of habit, which adds to the confusion.

San Tan Valley area ZIP codes are 85132, 85140, 85143, and 85144.

How to tell for sure

Want to confirm it? Three things at your house tell you the same thing:

• Your trash service. In the San Tan Valley area you hire your own trash company. If the Town of Queen Creek or the Town of Florence provides yours, you live in that town.
• Your ballot. If you can vote for Queen Creek Town Council or Florence Town Council, you live in that town.
• Your property tax bill. Look for Queen Creek or Florence property taxes and assessments. If you rent, look for a town rental tax on your lease.

If none of those apply to you, you do not live in the Town of Queen Creek or the Town of Florence, no matter what your mail says.

Pets

Dog licenses and animal control run through Pinal County Animal Care & Control for all residents, whether inside town limits or not. The Town has an intergovernmental agreement with the county for these services.

What the county requires: dogs over three months old need a license, and a current rabies vaccination certificate must accompany the application. Licenses are sold in one-year and three-year terms, and a license stays valid only as long as the rabies vaccination does. Licensed dogs must wear the tag. Fees are lower for spayed and neutered dogs, and waived for guide and service dogs. A kennel permit is required for any address housing five or more dogs.

How to license: Pinal County has partnered with DocuPet to handle licensing online at pinal.docupet.com. You can also license in person at Pinal County Animal Care & Control, 1150 S Eleven Mile Corner Rd, Casa Grande. A replacement tag costs $10.

Barking dogs: barking that is audible beyond the property line and disturbs neighbors is a violation the county can enforce. Report it to Animal Care & Control at 520-509-3500.

Rules that depend on which side of the line you live on

Since incorporation, a handful of rules apply only inside the Town of San Tan Valley. In the unincorporated area, state law applies instead and these rules do not affect you.

Inside town limits:

• Yard sales are limited to four per year per address, each no more than 48 hours, daytime only
• A curfew for minors applies (under 16: 10pm-5am; ages 16-17: midnight-5am), with a long list of exceptions
• Fireworks may only be used during set windows, and are banned on all public property year-round
• Smoking and vaping are banned in town parks and facilities
• Graffiti visible from the street must be removed by the property owner
• Door-to-door sellers need a town permit, and your NO SOLICITING sign is legally enforceable

Noise rules apply on both sides of the boundary. The Town set decibel limits inside town limits, and Pinal County has had decibel limits for the unincorporated area since 2006. The rules are similar, but enforcement depends on which jurisdiction you live in.

HOAs

Many neighborhoods here are governed by a homeowners association. An HOA is a private organization, not a government body, and its rules are separate from both town and county rules. HOA questions go to your HOA board or management company, not to the Town or the county.
