After decades as Arizona's largest unincorporated community, part of the San Tan Valley area is now the incorporated Town of San Tan Valley, with a council, a town code, and a growing list of services. Two points are essential for every resident: the town boundary does not cover the whole San Tan Valley area, and even inside the boundary, the town is phasing in services over time. Two kinds of residents

The San Tan Valley area now has two kinds of residents:

• Town residents - inside the incorporated boundary. Town rules (curfew, noise limits, fireworks windows, business licensing, and more) apply to you, and town services are phasing in.
• Unincorporated residents - still served by Pinal County for local government, exactly as before.

What the Town handles today (inside town limits)

• Building permits - as of July 1, 2026, permits for projects inside town limits go through the Town's online permit portal. Some permit and zoning services are still handled by Pinal County during the transition, so verify your project's jurisdiction before applying. Our Permits & Zoning guide walks through it.
• Its own Town Code and Zoning Ordinance - adopted June 1, 2026, covering everything from noise limits and fireworks windows to yard sales and business licensing. The everyday version: Living Here
• Business licenses - required for businesses operating in town limits. See our Business License guide
• A town sales tax - the Town's first, collected through the state (ADOR) like every Arizona city and town.
• Public records - requests for town records go to the Town at 520-216-5702.

What stays with Pinal County (for everyone)

• Elections and voter registration - in the Town's own words, all elections are managed by Pinal County, including town council elections. How to register and vote.
• Property taxes - assessed and collected by the county, as always. The county's Assessor, Treasurer, and Recorder all keep local offices at the San Tan Valley Complex.
• Libraries, the regional park, county health services - unchanged.
• County services for unincorporated residents - roads, code concerns, and more continue exactly as before outside the town boundary.

What has not changed for anyone

• Fire service: the Town Code explicitly leaves fire service unchanged. Rural Metro Fire (480-627-6200) continues on the same subscription basis as before, for town and unincorporated residents alike.
• Police: the Pinal County Sheriff's Office patrols the entire San Tan Valley area — for town residents through a formal agreement with the Town, and for everyone else as the county sheriff. The phone numbers and the deputies are the same as before: 911 for emergencies, 520-866-5111 for non-emergency.
• Schools, utilities, trash haulers - school districts, EPCOR, SRP, gas, and private trash service are all untouched by incorporation.

What is still being decided

The town is new, and the handoff of services from county to town is a gradual transition. Some questions do not yet have official answers, including which roads the town will maintain, how code enforcement will work, and where home-based businesses stand. We have sent the Town a list of exactly those questions and will keep this guide updated as answers come in. This page will always reflect the latest information we have.
