The application requests an amendment to the San Tan Valley Special Area Plan land use designation from "Community Center" and "Suburban Neighborhood" to solely "Community Center". This move will facilitate a Mixed-Use development at the southeast corner of Gantzel Road and Hash Knife Rd/Algarve Place.

Since being zoned for commercial use in 2006, the 36-acre property has remained vacant due to the diminishing need for big-box commercial spaces, a trend accelerated by the rise of online shopping.
