Approval of Special Use Permit for Tennis Training Facility in San Tan Valley Sparks Community Debate


Despite significant opposition from local residents, the Pinal County Board of Supervisors has approved Resolution No. 2024-SUP-033-23. This resolution allows Rafael Font de Mora to develop a Tennis Training Facility on a 3.46-acre property located at 2413 W. Phillips Road, within the General Rural (GR) zone of San Tan Valley.

The Planning Commission had earlier recommended unanimous approval of the Special Use Permit (SUP) with 23 stipulations, ensuring compliance with community standards and mitigating potential impacts. Community Concerns

Local residents have voiced various concerns regarding the development. These include potential increases in traffic, noise pollution, and the overall impact on the rural character of the area. During a neighborhood meeting on November 21, 2023, and through subsequent communications, residents highlighted their worries about the project's compatibility with the existing residential landscape.

Project Details

The approved facility will feature:

  • Two tennis courts
  • A primary residence
  • A guest house for visiting athletes
  • Additional structures, including an office shed and storage units

Operational hours will vary seasonally, with summer sessions scheduled for early mornings and evenings, while winter sessions will take place during the mid-morning and late afternoon hours. The facility will accommodate up to four clients at a time, with occasional overnight stays for extended training sessions.

Stipulations and Requirements

To address community concerns and ensure compliance, the Board of Supervisors attached 23 stipulations to the SUP. Key requirements include:

  1. Compliance with the International Fire Code and other relevant regulations.
  2. Submission of a detailed site plan, landscape plan, and lighting plan.
  3. Installation of noise mitigation measures, such as acoustic fencing around the tennis courts.
  4. Compliance with Pinal County's Air Quality Code for dust control.
  5. Development of a Traffic Impact Analysis to mitigate any adverse effects on local roadways.
  6. Adherence to ADA standards for parking and accessibility.
