In 2017, Propositions 416 and 417, meant to create a half-cent sales tax for a regional transporation plan in Pinal County, were approved by Pinal County voters. The Goldwater Institute, representing some Pinal County taxpayers however, filed a lawsuit challenging the legality of the propositions.

State Tax Court Judge Christopher Whitten ruled against the county and the County filed an appeal.

On Thursday, the state Court of Appeals ruled in favor of the county, stating the scope of the law complied with state law.
The half-cent sales tax has been collected by Pinal County since April 2018 and increased the county sales tax from 6.7% to 7.2%. With the ruling, the county can now move forward with its proposed transportation projects.
