Key Points from the Regular Meeting held on November 2, 2022
The Board unanimously voted against expanding the hand count for next week's General Election after hearing contributions from members of the public, Elections Director Virginia Ross, and Chief Deputy Attorney Chris Keller. (Item 2)
In her Elections Update, with the Election less than a week away, Virginia Ross told the Board that Poll Worker training is complete with polls fully staffed, and that supply cages are packed and ready ahead of schedule. Ms. Ross said that so far, 60,121 Ballots have been received, a 35% return rate. Over one thousand voters have only returned the first of the two card ballot, so Ms. Ross reminded the public to remember to return both portions of the ballot. (Item 1)
A large part of the meeting was spent on a presentation and public hearing of a planning and zoning case for a multiple-dwelling residential development by Hancock Communities in San Tan Valley, south of Hunt Highway at Stone Creek Drive. Ultimately the Board voted 3-2 to approve on all three related items, but two of the items required a super-majority and therefore failed. (Items 6, 7, 8)
The Board approved two Major Comprehensive Plan Amendments to the 2019 Pinal County Comprehensive Plan. The first was to allow for the creation of a Military Compatibility Chapter for the Pinal County Compatibility Use Implementation, which will address military and community compatibility planning and long-term sustainability of military operations at all Pinal County AZARNG training facilities and operational areas. The second allows for the creation of a "Special District" land use classification for Arizona State Trust lands. (Items 12, 13)
Meanwhile, the Board disapproved of a Major Comprehensive Plan Amendment to the 2019 Pinal County Comprehensive Plan to re-designate 888.06 ± acres from MLDR (Moderate Low-Density Residential) and Recreation/Conservation to Green Energy Production and Recreation/Conservation for a photovoltaic Solar Power Plant located half a mile north of the City of Coolidge adjacent to the Town of Florence. In the County Manager's report, Leo Lew played a video from a recent Workforce Development event, where several members of the Board of Supervisors met with the Workforce Development Board for a Strategic Planning Worksession. (Item 4)
