Pinal County Board of Supervisors

San Tan Valley is a rapidly growing community located in Pinal County, Arizona. With a population of over 100,000 people, it's important for residents to understand how the area is governed. One common misconception is that San Tan Valley has its own Town Council. In reality, the area is governed by the Pinal County Board of Supervisors. It's also worth noting that as of 2022, San Tan Valley is now located in three different supervisor districts: District 1, District 2, and District 4.

District 1 Supervisor Kevin Cavanaugh primarily represents the San Tan Foothills area. District 2 Supervisor Mike Goodman represents roughly the area North of Bella Vista to Germann, which is the northern boundary of San Tan Valley. Finally, District 4 Supervisor Jeffrey McClure represents the area south of Bella Vista, including a large portion of Johnson Ranch, to the southern boundary of San Tan Valley, which is just north of the hospital in Anthem.

The Pinal County Board of Supervisors meets at 9:30 am on selected Wednesdays at the Board of Supervisors Hearing Room in the Administrative Complex, located at 135 North Pinal Street in Florence, Arizona. 

One of the Board's main responsibilities is to craft the county budget, which provides revenue for individual departments and elected offices. They also establish the county property tax rate and the budget for the coming year. Once the budget is approved, the county must remain within its budget for that year. The Board also has the authority to fill vacancies in county and legislative offices, pass resolutions, and enact ordinances and regulations as authorized by state law.

Because the Board has the authority to decide on issues such as zoning changes, resolutions, and ordinances, they have a significant role in governing San Tan Valley. If you have concerns or issues related to these matters, you can address them during the Call to Public time offered at the beginning of Supervisor meetings or by contacting your district's Supervisor.

To observe Board of Supervisors sessions, there are two options. You can watch the Board live or view the recording on the BOS Videos page. The second option is to watch in person at the Pinal County Administrative Complex. If you wish to address the Board during the Call to Public time, you have up to three minutes to speak. A warning system may be used to time presentations, and the Board's response is limited to asking staff to study the matter, requesting placement on a future agenda, or responding to criticism.

It's important to note that the Call to Public is a privilege, not a right, and is given at the discretion of the Board of Supervisors. If you have several issues to address, it may be best to address one issue per meeting to ensure you have enough time to fully express your concerns. It's also recommended that you write down and read your message to the Board on a single 8.5-inch by 11-inch page to keep your message clear, on target, and within the given time.

While San Tan Valley may not have its own town council, it is governed by the Pinal County Board of Supervisors, with different parts of the area falling under the jurisdiction of different supervisors. By understanding which district you live in and how to address your concerns to your district's supervisor, you can play an active role in shaping the future of San Tan Valley.
