13 Candidates for District 2 Supervisor Announced Today

The Pinal County Board of Supervisors met on April 27 to discuss the process they will use to select a candidate to represent District 2 through the end of the year.

Supervisor Bryan Martyn resigned his seat, effective April 30, to accept the position of Arizona State Parks Director.

Arizona Revised Statutes 11-211.A and 16-230.A require that the person selected be a qualified elector in District 2 and be registered to vote as a Republican – the same party as the individual voters originally elected to the Board.

The selection process required individuals to submit applications, letters of interest and/or résumés by noon today.

The following individuals have applied (names are in alphabetical order):

  • Tisha Castillo, San Tan Valley
  • Julian “Jay” Cates, San Tan Valley
  • John Fulton, San Tan Valley
  • Gary “Rob” Gartner, San Tan Valley
  • Dennis Manning, Florence
  • Paul Anthony Messinger, San Tan Valley
  • Jill Moritz, Gold Canyon
  • Robert Ross, Apache Junction
  • Clark L. Smithson, Apache Junction
  • Felipe V. "Phil" Solis, Jr. Queen Creek
  • Carol Springer, San Tan Valley
  • Randy J. Stricker, Apache Junction

The Board of Supervisors will have its regularly scheduled Board of Supervisors’ meeting on May 9, beginning at 9:30 AM.  Following that meeting at 2:00 PM will be a special public Work Session.  Candidates for the position will be offered five minutes to make a public oral statement about their qualifications for selection as District 2 Supervisor.

In the interest of time, presentations are to be verbal only.  Pinal County will not be able to load electronic presentations from candidates.  The public statement of qualifications at the May 9 meeting is not a requirement for selection, just an option for candidates wishing to make a presentation in person.  Notice of that meeting will be posted under Board Meetings/Agendas at www.pinalcountyaz.gov.

The Board of Supervisors will convene again in Special Session, also a public open meeting, on Friday, May 11 at 3:30 PM to make a selection from the candidate pool.  Official notice of this meeting will be posted on the website under Board Meetings/Agendas at www.pinalcountyaz.gov.

Heather Murphy joined the Pinal County staff in September 2007 as Director of Communications and Public Affairs. Previously, she served nearly eight years managing communications for the Arizona Corporation Commission, a state regulatory agency. Her professional career has involved work with corporations, non-profits and government. She holds several professional certifications in emergency response and recovery. Following Hurricane Katrina, she took a brief leave of absence from the state to assist FEMA and the state of Louisiana with the launch of the Find Family National Call Center. There she gained valuable real-world crisis communications experience. Murphy is a graduate of the national Emergency Management Institute’s Advanced Public Information Officer training and is certified instructor for the basic PIO course offered by the Arizona Division of Emergency Management. In her leisure time, she is an avid photographer and serves on the board of a statewide pet rescue organization.
