Clerk of The Superior Court Identifies Challenges of FY 2011-2012 and Beyond

The Pinal County budget adopted for fiscal year 2011-2012 will soon be uploaded to the County website. In the overview submitted by every department, the office of the Clerk of the Superior Court (COSC) has identified four areas of focus: Technology, Finance and Personnel, Building Relationships and Responsibility to the Public.

In the area of Technology, the focus of the COSC will be to ensure that AJACS, a powerful case management program, is as timely and reliable as any paper file. Reliance on AJACS dovetails with the Clerk’s vision of a nearly paperless court.

 

The second area of focus is Finance and Personnel. The year began with an overall budget decrease of 1.5% as mandated by the County. Yet, the COSC closed FY 2010-2011 4.5% under budget, as a result of process improvement and intense fiscal stewardship. In addition, COSC avoided any layoffs or major discontinuation of services.

Third, Building Relationships merits focus because of the large inefficiencies that come with lack of communication. As the COSC builds interdepartmental relationships, redundancies will be identified and purged. A culture of transparency, accountability and innovation is augmented by open communication.

Fourth and finally, Public Responsibility is of paramount importance to the COSC. The Clerk is initiating a new directive to increase the percentage of criminal restitution to the rightful victims.  Under the administration of Clerk Roche, the number of electronic forms available online and free-of-charge to the public has quadrupled. There is a commitment to re-open the Mammoth office as well as to explore the possibility of a satellite office in the city of Maricopa.

“We are putting out more product with less people in less time,” said Roche. “We have a unique opportunity before us and we are going to take the time to identify some meaningful and measurable goals,” He continued, “I have a commitment to the County and to the Public and look forward to facing the challenges we have outlined in this report.”

The Office of the Clerk of the Superior Court is committed to providing quality customer service, ensuring the integrity of, and access to, court records by supporting the Judicial process through efficient Records Management, Financial Administration and Jury Service. The main office is located in Florence in the Judicial Complex; there are satellite offices in Apache Junction and Casa Grande to better serve the public.

The Florence office of the Clerk of the Superior Court is located at 971 N. Jason Lopez Circle in the Pinal County Justice Complex, Building A. Ms. Hurley came on board with the new administration in January of 2011 bringing over twenty years of experi- ence in Public Relations, Marketing, and Journalism. Her undergraduate work at Northwestern University culminated in a BSJ from the Medill School of Journalism. She earned her Master’s in Clinical Professional Psychology at Roosevelt University. Ms. Hurley is a member of Psi Chi, the National Honor Society in Psychology and has served on numerous boards in her native Illinois. She is a member of NBCC and is a National Certified Coun- selor. Ms. Hurley has consulted to U.S. Robotics, Alexian Brothers, PKG/Cunningham & Walsh and others in the areas of team building, team cohesion, time management, and fundamentals of leadership. A graduate of the Queen Creek Citizen Leadership Institute, she is unwavering in her dedication to transparency in government and to the mission of the Clerk. Ms. Hurley also serves as Assistant to the Clerk and reports directly to him.

 

Mission Statement

The mission of the Office of the Clerk of the Superior Court is to maintain the public trust and confidence as the official record-keeper and fiduciary of the Court. The office will serve the public interest and manage the business affairs of the office with integrity, accountability and fiscal prudence.

The Office will maintain the highest standard of record keeping, provide competent and prudent stewardship of public monies, integrate innovative court information technology, and ensure integrity in all aspects of Jury Service. The office will implement innovative business practices to support the overall mission of expedited and accurate information.

The office will strive to be leaders in state and national court management procedures by focusing on producing information to our customers in the fastest, most accurate, and most efficient manner possible. The office will achieve measurable results and fiscal responsibility through the implementation of innovative business methodologies, employee development, and embracing technology.
